In a large, oven-safe skillet over medium heat, combine ground beef, onions, brown sugar, garlic powder, salt, and pepper. Cook until beef is no longer pink. Drain excess grease if needed.

Add beef broth, ketchup, and mustard to the skillet. Stir until all ingredients are well incorporated.

In a small bowl, whisk cornstarch and water together. Pour into the beef mixture and stir, cooking until thickened.

Remove pan from heat. Stir in 1 cup of cheese until melted. Top with remaining cheese.
